That the birth of a disabled child in the family has a tremendous impact and necessary psychological, social, and economic, and therefore require state institutions and civil society, that lend a hand in providing the best ways to get out of the problems of disability, and a special program cares affairs with disabilities own (mental and motor and auditory and theoretical) and their families in the delivery of humanitarian services including: educational, educational, health, psychological, social and religious.
